Only partly. There's no OCR, so a scanned (image-only) page comes through as a picture, not as editable text. This tool works best on PDFs that already contain real, selectable text — for example ones created from Word, Google Docs, or a browser.
Digitally-created PDFs (from Word, PowerPoint, a browser, etc.) convert very accurately. PDFs with complex or unusual layouts may need a little manual tidying after conversion.
