Not quite, and this is the trade-off for the speed. Because the stream is copied rather than re-encoded, the cut has to begin at a keyframe — one of the periodic full pictures a video stores, typically every one to four seconds. The clip therefore starts at the keyframe at or before your chosen point, so it can include up to a couple of extra seconds at the front. The end is not affected. For ordinary trimming nobody notices; if you need the cut on an exact frame, that requires re-encoding, which costs both time and a little quality.
